Chiều 26/2, Phó Cục trưởng Cục Đăng kiểm Việt Nam, ông Nguyễn Tô An cho biết Cục đang đặt mục tiêu thực hiện miễn đăng kiểm lần đầu cho xe ô tô mới từ ngày 1/7/2023. Theo cơ chế mới mà Cục Đăng kiểm đưa ra sẽ chỉ áp dụng cho xe ô tô sản xuất mới, lưu kho trong vòng 23 tháng.
Như vậy, sau khi mua xe ô tô, chủ xe chỉ cần mang giấy đăng ký xe tới trung tâm đăng kiểm để nhận tem kiểm định, nộp lệ phí cấp giấy chứng nhận và phí bảo trì đường bộ; không phải nộp tiền dịch vụ đăng kiểm. Chủ xe chỉ cần mang tem về dán lên xe, thay vì phải đưa ô tô đến trung tâm đăng kiểm để kiểm định như trước.
Chu kỳ đăng kiểm lần đầu vẫn giữ nguyên như quy định hiện nay (30 tháng đối với ô tô dưới 9 chỗ; 24 tháng với xe tải). Cũng cần lưu ý, nếu tính từ lúc xe xuất xưởng đến khi đi đăng kiểm lần đầu mà quá 23 tháng thì chủ phương tiện sẽ phải thực hiện kiểm định như bình thường, tức là phải đưa xe vào dây chuyền để kiểm tra.
Cục Đăng kiểm cho biết thêm, trong giai đoạn tiếp theo sẽ xây dựng cơ chế cho nhà sản xuất ô tô tại Việt Nam được phép dán tem đăng kiểm lần đầu cho xe, khi người dân mua xe sẽ có team đăng kiểm sẵn, từ đó tiết kiệm thời gian, công sức.
Cục Đăng kiểm Việt Nam nhấn mạnh đến trách nhiệm của nhà sản xuất ô tô sẽ phải nâng cao hơn, khi phương án miễn đăng kiểm lần đầu và dán tem đăng kiểm ngay tại nhà máy sản xuất.
Theo kết quả nghiên cứu, tổng hợp, đánh giá trong thời gian 6 tháng (từ tháng 6 – 11/2022) của Cục Đăng kiểm cho thấy tỷ lệ không đạt của phương tiện mới chiếm tỷ lệ rất thấp, từ 0,17 – 0,31%. Do đó, việc miễn đăng kiểm lần đầu giúp người dân, lái xe, chủ xe giảm thời gian và chi phí. Mức tiền mà mỗi chủ xe được giảm khi đi kiểm định lần đầu là từ 250.000 – 570.000 đồng/xe tùy từng loại xe.
